Pursuant to Rule 43(7), the Honourable Senator Murray, P.C., gave notice that he would raise a question of privilege concerning the stated intention of the Chairman of the Standing Senate Committee on Social Affairs, Science and Technology to table a report with the Clerk of the Senate on Friday next, when the Senate is not scheduled to sit, said report being ready for tabling on Wednesday or Thursday, when the Senate is scheduled to sit.

Your Committee, which was authorized by the Senate to incur expenses for the purpose of its examination and consideration of such legislation and other matters as were referred to it, reports, pursuant to Rule 104, that the expenses incurred by the Committee during the First Session of the Thirty-seventh Parliament are as follows:

During the session in question, your Committee received 11 orders of reference, held 82 meetings, and received evidence from 514 witnesses over a period of approximately 236 hours. Five bills were referred to the Committee, as well as the subject-matter of two additional pieces of legislation. In total, your Committee produced 18 reports. This included five reports as part of its study of the health care system and four reports containing substantive observations on legislation or the subject-matter of legislation. The Committee also examined developments since the passage of Bill C-6 during the Second Session of the Thirty-sixth Parliament.

In addition, Your Committee also established a Sub-committee on the Preservation and Promotion of a Sense of Canadian Community.

Introduction and First Reading of Senate Public Bills

The Honourable Senator Chalifoux presented a Bill S-9, An Act to honour Louis Riel and the Metis People.

The Bill was read the first time.

The Honourable Senator Chalifoux moved, seconded by the Honourable Senator Adams, that the Bill be placed on the Orders of the Day for a second reading two days hence.

QUESTION OF PRIVILEGE

Pursuant to Rule 43(8), the Senate proceeded to the consideration of the question of privilege of the Honourable Senator Murray, P.C., concerning the stated intention of the Chairman of the Standing Senate Committee on Social Affairs, Science and Technology to table a report with the Clerk of the Senate on Friday next, when the Senate is not scheduled to sit, said report being ready for tabling on Wednesday or Thursday, when the Senate is scheduled to sit.

INQUIRIES

The Honourable Senator Oliver, called the attention of the Senate to the pandemic of AIDS-HIV which is sweeping across some of the most heavily populated countries in the world, such as India and China, and is in the process of killing 6,000 Africans per day, and the role that the Government of Canada could play in fighting the disease which is destroying much of the emerging third world.

The Honourable Senator Oliver for the Honourable Senator Jaffer moved, seconded by the Honourable Senator Maheu, that further debate on the inquiry be adjourned until the next sitting.

MOTIONS

The Honourable Senator Kolber moved, seconded by the Honourable Senator Maheu:

That the Standing Senate Committee on Banking, Trade and Commerce be authorized to examine and report upon the present state of the domestic and international financial system;

That the papers and evidence received and taken on the subject during the First Session of the Thirty-seventh Parliament and any other relevant Parliamentary papers and evidence on the said subject be referred to the Committee;

That the Committee be empowered to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings;

That, notwithstanding usual practices, the Committee be permitted to deposit an interim report on the said subject with the Clerk of the Senate, if the Senate is not sitting, and that the said report shall thereupon be deemed to have been tabled in the Chamber; and

That the Committee submit its final report no later than June 19, 2003.

After debate,

With leave of the Senate and pursuant to Rule 30, the motion was modified to read as follows:

That the Standing Senate Committee on Banking, Trade and Commerce be authorized to examine and report upon the present state of the domestic and international financial system;
